The Management Council is a body that deliberates on important matters related to university management. More than half of the members are experts from outside the university.

Article 20 A National University Corporation shall have a Management Council as an organ to deliberate important matters concerning the management of the National University Corporation.
(2) The Management Council shall consist of the following members
(i) President of the University
(ii) Directors and staff appointed by the President.
(iii) Persons appointed by the President after hearing the opinions of the Council on Education and Research provided in paragraph (1) of the following Article from among persons other than officers or employees of said national university corporation who have broad and deep knowledge of the university.
(3) In addition to the persons listed in the items of the preceding paragraph, in cases where a university general director is appointed, said university general director shall be a member of the committee.
(4) The majority of the members of the Management Council shall be the members referred to in paragraph (2), item (iii).
5 The Management Council shall deliberate on the following matters
(i) Matters concerning opinions on mid-term objectives, which relate to the management of national university corporations
(ii) Matters related to mid-term plans, which relate to the management of national university corporations
(iii) Academic regulations (limited to the part concerning the management of national university corporations) (iv) Matters concerning the establishment, revision, or abolition of important rules pertaining to the management of the national university corporation, accounting rules, standards for the payment of remuneration and retirement allowances to officers, standards for the payment of salaries and retirement allowances to employees, and other important rules pertaining to the management of the national university corporation
(iv) Matters related to the preparation and execution of the budget and the settlement of accounts
(v) Matters related to self-inspection and evaluation of the status of organization and operation
(vi) Other important matters concerning the management of national university corporations
6 The Management Council shall have a chairperson, who shall be the President.
7 The Chair presides over the Management Council.

8 The Director General of the Organization (excluding the Director General who concurrently serves as Director) The President of OIST (excluding the President who also serves as Director) and the Vice President designated by the President may attend the Management Council meetings as observers and state their opinions. However, they may not participate in the voting.
