The Management Council is a body that deliberates on important matters related to university management. More than half of the members are experts from outside the university.

Article 20 A national university corporation shall have a Management Council as an organ to deliberate important matters concerning the management of the national university corporation.
2 The Management Council shall be organized by the following members.
(i) The President
(ii) Directors and employees appointed by the President
(iii) Those appointed by the President after hearing the opinions of the Council on Education and Research provided in paragraph 1 of the following Article from among persons other than officers or employees of said national university corporation who have broad and deep knowledge of universities
(3) In addition to the persons listed in each item of the preceding paragraph, when a university general director is appointed, said university general Director shall be a member.
4 The majority of the members of the Management Council shall be the members set forth in paragraph (2), item (iii).
5 The Management Council shall deliberate on the following matters.
(i) Matters concerning opinions on mid-term goals, which relate to the management of national university corporations
(ii) Matters concerning mid-term plans, which relate to the management of national university corporations
(iii) Academic regulations (limited to the part concerning the management of national university corporations) (iv) Matters concerning preparation and execution of budget and settlement of accounts
(v) Matters concerning self-inspection and evaluation of the status of organization and operation
(vi) Other important matters concerning the management of national university corporations (vii) Matters concerning the establishment, revision or abolition of the university regulations (limited to the part concerning management of national university corporations), accounting regulations, standards for payment of compensation and retirement allowance for officers, standards for payment of salary and retirement allowance for employees and other important rules concerning management
(vi) Other important matters concerning the management of the national university
6 The Management Council shall have a chairperson, who shall be the President of the University.
7 The chairperson shall preside over the Management Council. 8 The President of the University shall preside over the Management Council.

8 The President of the Organization (excluding the President of the Organization who concurrently serves as Director) and the Vice President appointed by the President may attend the meetings of the Management Council as observers and state their opinions. The President of OIST (excluding the President who also serves as Director) and the Vice President designated by the President may attend the Management Council meetings as observers and state their opinions. However, they may not participate in the voting.
