Council for Education and Research
The Council on Education and Research deliberates on important matters related to education and research. Its members consist of the President, officers appointed by the President, deans of faculties, deans of graduate schools, heads of research institutes and other important educational and research organizations as determined by the Council on Education and Research, and other staff members appointed by the President in accordance with the Council on Education and Research’s rules.

Article 21 A National University Corporation shall have an Education and Research Council as an organ to deliberate important matters concerning education and research of each national university established by said National University Corporation.
2 The Council on Education and Research shall consist of the following councilors
(i) The President
(ii) A director nominated by the President (in the case where there is a University Supervising Director who performs duties as the head of a university pertaining to said national university, the President or said University Supervising Director)
(iii) The heads of faculties, graduate schools, university-affiliated research institutes and other important organizations for education and research, as determined by the Council on Education and Research
(iv) Others as determined by the Council on Education and Research (iii) Other persons designated by the Council for Education and Research among the heads of faculties, graduate schools, research institutes attached to the university, and other important organizations for education and research, as specified by the Council for Education and Research. The same shall apply in the following paragraph and paragraph (5))
3 In addition to the persons listed in the items of the preceding paragraph, in the case where a university supervising director who performs duties as the head of a university pertaining to said national university is appointed, said university supervising director shall be appointed as a vice president (limited to a person who takes charge of school affairs concerning important matters related to education and research pursuant to the provision of paragraph 4 of the same article) pursuant to the provision of paragraph 2 of Article 92 of the School Education Act. (limited to those who are in charge of school affairs related to important matters concerning education and research pursuant to the provision of paragraph (4) of the same Article) In the case of appointing a Vice-President (limited to a person who is in charge of school affairs concerning important matters related to education and research pursuant to the provision of paragraph 4 of the same Article) pursuant to the provision of paragraph 2 of Article 92 of the School Education Act, said Vice-President (in the case of two or more Vice-Presidents, a person appointed by the President from among said Vice-Presidents) shall be a Councilor.
4 The Council on Education and Research shall deliberate on the following matters
(i) Matters concerning opinions on the Mid-term Objectives (excluding the matters listed in item (i) of paragraph (5) of the preceding Article)
(ii) Matters concerning mid-term plans and annual plans (excluding the matters listed in item (ii) of paragraph (5) of the preceding Article)
(iii) Academic regulations (excluding the part concerning the management of national university corporations) (iv) Matters concerning the establishment, revision or abolition of other important regulations pertaining to education and research
(iv) Matters related to faculty personnel
(v) Matters pertaining to policies concerning the organization of curricula
(vi) Matters concerning advice, guidance, and other assistance necessary to support students’ smooth study, etc.
(vii) Matters concerning policies on student enrollment, graduation, course completion, and other matters related to student enrollment and degree awarding
(viii) Matters concerning self-inspection and evaluation of the status of education and research
(ix) Other important matters concerning education and research at national universities (ix) Other important matters concerning education and research of national universities
5 The Council on Education and Research shall have a chairperson, who shall be the President of the University.
6 The Chair presides over the Council on Education and Research.
